The State Stability Law in helping families with at least three children. Here's how to get the Family Card
The Stability Law, approved on December 28, 2015 and entered into force on January 1, 2016, is a provision of the Government intent on promoting a series of economic benefits for citizens residing in Italy with discounts and bonuses.
Among its main amendments, there is one that will come into force in March 2016 and will concern the Family Card, or a card that will allow the State to go to the aid of families with at least three dependent minor children who fall in a certain income bracket. These will be entitled to tariff discounts on goods and services including transport, cultural events, sports and tourist access with real season tickets. To request the Family Card, you must apply to your municipality of residence.
All Italian and foreign citizens will be able to use the service provided they reside in the Italian territory. With the issuance of the card, GAF family purchase groups and GAS solidarity purchase groups will be created, also at national level. The aim is to lighten the economic burden on large and low-income families, to allow full access to public and private services. There will therefore be entities and companies that will be able to join the initiative as partners, receiving good publicity and greater visibility in return.
In the meantime, the approval of the Senate, the implementation decree of the Ministry of Economy and the intervention of the MISE are awaited, which will disseminate the data about the income limits, the accessible services, the bonus threshold as regards discounts and the forms that will be made available in all municipalities.
Once the Family Card enters into force, citizens wishing to access the service must fill in the appropriate form and deliver it to their municipality of residence, by attaching the ISEE certificate (Indicator of the Equivalent Economic Situation) and the payment receipt of the electronic card.
Municipalities must certify the applicant's family status and issue the card which, once obtained, will be valid for two years. The Family Card was born from the ashes of the Social Card, issued in 2014 with the aim of facilitating low-income families. In this way, the Government intends to provide help to increase the cost of living, public transport and primary goods for large families, thus establishing a new economic recovery policy with the Stability Law.
